2600 and wanishing packets?

Hello

i have two access-lists. Access list 110 is for incoming traffic on ethernet 0 (outside), access-list 120 is for outgoing traffic on ethernet 1 (inside). FIrst rule of 110 is to permit from any to my_network, last is deny from all to all. FIrst rule of 120 is to permit from any to my_network, last is deny from all to all.

I send some specified packets from outside to my network. And here the problem arises. on access list 110 counter number for first entry increased by 2, but on access list 120 counter number for first entry increased only by 1 (and for the second entry counter is the same!) WHy ? So one packet did not arrived to access list 120. How is it possible ? Could the packets wanished somehow in the router ???
