Anyone know how to attenuate a signal on a standard telephone line?
I basically want to cut the volume in half.
Is there a device I can buy that will do this?

Yup. _Lots_ of professional engineers do.

Do you want to cut the audio level of the signal going out in half, or the audio level of the signal coming in in half, or both?
Secondly, what do you mean by 'half'? A signal with half the electrical energy? or that 'sounds' half as loud to the human ear?
does this have to work for just one phone, or could there be 2 (or more) phones 'off-hook' at the same time on the line?
