McAffee bought WSC. It was on McAffee's site until just recently. It doesn't seem available now.
DLink has a Win98 WPA supplicant for the Atheros chipset.
http://203.126.164.140/FAQ/view.asp?prod_id=1402&question=supplicant I've been able to successfully use it with a DWL-AG530 (PCI) card under W98.
A number of Linksys users, with Atheros chipsets, have also reported it to work for them as well.
