That is a sufficiently obscure reference that some expansion is required --

The characteristics of the two systems are radically different -- especially with regard to latency, 'jitter', and congestion handling.

"non-real-time" (data) communications have different reqirements from "strict real-time" (voice) communications.

Different solutions for different needs.
