Local Access and Transport Area. The area, under Judge Green's decree, where the local Bell company could carry traffic. If the call crosses LATA lines, it must be carried by a long distance company.
Many, perhaps most, Bell companies have now been given the right (on a state by state basis) to carry interLATA, interstate and international long distance calls.
