donate the phones for use by charitable organizations.

I often hear pitches to donate old cell phones to charity, such as shelters.

If the carriers won't activate old phones, how can a charitable organization use them?

[TELECOM Digest Editor's Note: Many of those older phones can dial 911 in any event, so the users who are able to speak for themselves can converse with police dispatchers, etc. PAT]
