In Oklahoma SWBT had a plan for intrastate unlimited calling for a set fee. They asked the Corporation Commission (the regulatory body in Oklahoma) to change the plan to specifically prohibit it from including data usage by people who were "abusing it." While I was retired by then, I was puzzled by their definition of it as "abuse." There wer some quite respectable bloggers, I'd guess you'd call them now, who, when it was first announced, immediately recognized it as a vehicle to let users outside of the local calling area be able to log on directly.
