It's called "Rejection Hotline" -- it rejects all calls with a rather stupid message. There are similar numbers in many other cities. See list at:

All I received (on several dialing attempts) was > a recording "All circuits are busy now, please try again > later." If that the intent of that number, to return that > recorded message all the time? PAT]

Apparently the 248 number really is busy, perhaps because of the Associated Press publicity. I tried several other numbers, and they all went through.
