Implementing QOS is not a trivial matter.
To start you might want to read up on AutoQOS for VoIP.
A good QOS reference book is "End-to-End QoS Network Design : Quality of Service in LANs, WANs, and VPNs" by Tim Szigeti, Christina Hattingh
