Is it true that with Layer 2 MPLS you don't require a routing relationship with the Provider PE. So if you running a routing protocol say EIGRP would you neighbor with the other spoke CE's?. If so then would traffic from spoke to spoke travel via the hub or directly from spoke to spoke thru the providers MPLS network?

You can have either an emulated L2 point to point link (Virtual Private Wire Service) or an emulated multi-access link (Virtual Private Lan Service). In VPLS you have your CE routers in a fully meshed like fashion.
