Our firewall box is PIX 6.3. Please advise how to configure to let internal users to access outside ftp server. Currently user cannot access outside ftp. There is "fixup protocol ftp 21" in the configuration.

By default all the inside to outside requests are allowed and we have to block them according to the requirement.Plz post your PIX model and Config for more details.
