HA IPSec pair reload delay

I am running 2 7206VXR's in an HSRP redundant pair with High Availability IP Sec configured.

The Redundancy Scheme in the inter-device is set to HA-in.

I need to know if there is a relaod delay to prevent the router from reloading when a link flaps.

redundancy inter-device scheme standby HA-in ! ipc zone default association 1 no shutdown protocol sctp local-port 5555 local-ip 10.10.10.1 retransmit-timeout 500 15000 path-retransmit 10 init-timeout 10000 remote-port 5555 remote-ip 10.10.10.2 ! !# interface config with HSRP. None of these settings delay the reload. ! standby 1 timers msec 500 msec 1500 standby 1 preempt delay reload 7 sync 7

any ideas?

standby preempt delay reload - does not result in a router being reloaded. It says do not try to preempt until you have been up for 7 seconds after loadin/reloading.
