Tried looking for minimum specs for IOS but cannot find them on the Cisco site.
Anyone know what the minimum specs for running IOS 12.0 on a 2501?

Which particular 12.0 release and which particular image do you have in mind. The memory requirements are dependent on the specific image also.
For example, here are the requirements for the 2500 for the 12.0(5)XN release
