NEW YORK - Time Warner Cable Inc said on Wednesday it is planning a trial to bill high-speed Internet subscribers based on their amount of usage rather than a flat fee, the standard industry practice.

They already do that on GCI cable in Alaska. Last time I checked, there is a $20/gigabyte fee for going over the limit.

The cable companies know that it's broadband or nothing for an increasing number of people as more and more PC makers quit offering modems on their PCs, and as stores quit selling them, so for some, cable is the only choice, unless DSL is available. For many Time-warner, Comcast, or whoever your local cable company is, will be the ONLY option for the Internet, and the cable companies see a big "cash cow" in this. Dial-up is becoming an option for fewer and fewer people, as more and more people buy computers with NO modems in them. Dial-up is a dying industry.
