I think the baseline for parental security policies should be Internet access only on devices that are in "family" space, where parents can see what's on the screen and where they can check history and cookies files. That is for kids, no 3G phones, SMS messaging restricted to a parent-approved list.

A big complicator is the fact the kids usually know a lot more about computers than parents, including how to circumvent parental-security measures.
