'Tain't just at BU that calls like that come in -- my answering machine has received several such, always starring an exotic* voice playing "good cop", who intimates that I can avoid an unpleasant arrest or imprisonment ("bad cop" scene) if I simply phone back, at a phone number given, with a credit card number handy, and pay in my (your choice) fine | penalty | delinquent taxes | accrued interest.

Needless to say, I've never called back :-) . And no "bad cop" scene ever ensued.

Cheers, -- tlvp

*) "exotic" meaning "other than bog-standard US radio announcer voice.
