Branch Office Solutions on a CS1000m

I've been asked to connect a cross-town office of 32 users to our CS1000m, "as though they were on the 3rd floor of this building". This is a high-technology group, and we're looking at a DS3 of bandwidth between the two sites.

I'm focusing on 2 possible solutions:

1.) A remote gateway 9150 using 2616d phones in IP mode with 4 BRI circuits for 911 survivability.

2.) A Branch Office using h.323 WAN gateway, an additional signaling server, and a combination of IP and Analog Trunk cards for 911 survabilty.

Browsing through the archives, I've seen support for both. Which would you choose and why? Any lessons learned I should be considering?
