Why after years is Century Link not upgrading the connection speeds? [telecom]

I just don't understand how consumer gigabit speeds (Which I have yet to be on and can not wait when I am) are becoming more and more prevalent but this one area is still on DSL and in my opinion grossly overcharging for a 1mb connection.
