6500: User-Based Rate Limiting AND Total Rate Limiting
I found a good Link how to Limit Bandwith on a per-User base:

Does sombody know how I can combine that Limit with a Total Limit for an Interface? The rule should be "Limit each person to 1 megabyte AND the total Limit to 20 megabyte"
