What are "Short Code concatenated messages"? [Telecom]

I searched Google for a definition of the term, "Short Code concatenated messages" but could only find references to the service issue mentioned in the Sun, 21 Apr 2019 Telecom Digest.

My best guess is it means text messages that are longer than 160 characters which are automatically concatenated into successive SMS messages, but I'm not sure that's it.

"Short Code concatenated messages" doesn't seem to be a standard telecom industry term.
