New rule allows New Jersey state legislators to "phone it in" [telecom]

The Philadelphia Inquirer reported that members of the New Jersey Assembly will soon be able to register their attendance via cellphone or e-mail to allow certain routine legislative business to proceed. Major votes will still require an actual presence.
