When will cellphone service return to normal in El Paso? [telecom]

El Paso, Texas - Isaac, a KFOX14 viewer, sent me an email asking how much longer Verizon service disruptions will continue in the El Paso area.
The service problems had already been going on for a month when Isaac sent me his question. He said if the issue wasn't fixed soon he'd have to seek another service provider.
