Verizon 15-day trade-in deadline? [telecom]

According to Verizon, trade-in must be sent in less than 15 days after "purchase". I ordered iPhone 12 on Oct 18 and it is shipping Nov 4. Do you know if it means "after the new phone arrives" or "after the order was placed"? It seems odd I have to send my trade-in before the new phone arrives.

I tried to chat with Verizon but stupid web site kept kicking me out. Thanks in advance.
