County is experiencing a phone system outage for all incoming calls. This alert will be removed when the issue has been resolved.

What's a reporter to do? This site says that there's a phone outage, but it's dated March 1. I don't know if those phone are still out, or if someone forgot to take down the alert.

This is just one aspect of difficulties I find while trying to gauge the severity of outages: there are click-bait sites in Italy which make a living off years-old reports, and a multitude of sites claiming to show outages, but which take reports from anyone on the Internet.

OK, this is me, venting.
