Did Centurylink have a widespread Internet outage on 10/7? [telecom]

Accoring to the site listed, Centurylink Internet had severe problems on 10/7/2019, with reports from multiple cities in the western half of the U.S.

Was there a major outage at Centurylink? If so, what caused it?
