FARGO, N.D. (Valley News Live)- Upset, confused and worried about the future. That's how some residents in a north Fargo apartment building feel after not having access to a phone in almost 2 weeks. And what's more, they need to have a phone line for life saving devices, which they use for emergency medical help.
