SBC Yahoo in San Francsico Bay Area block port 80?

I was able to use my Yahoo DSL to setup my IIS server early last year. I tried it today again and it does not. I do not have a router and I disable the firewall from my XP sp2 to test it. The remote desktop works. Still no web service, try both IIS 5 and apache. Same problem. Does SBC Yahoo in San Francsico Bay Area block port 80?

Not that I can see on "sntc01"; but I wouldn't know about "snfc21".

All that I did was go to

and request an external port probe against just port 80 of my system. If SBC was blocking port 80, I would never see the probe in my logs.

When I request the test against these ports: 134-140, 444-446, 1023-1026, this is what I get:

"Why can't I share files or printers over the Internet? (Ports 135, 139, 445 and 1025 are blocked)"

This outlines SBC's policy regarding "File and printer sharing for Microsoft Networks".

"Port 25 filters"

This outlines SBC's policy regarding outbound port 25 connections. Currently, the blocks only seem to be in place in the Houston region of Texas, and the S.L.O.-Santa Maria region of California, though.

There are no such policies posted on the site, that I can find, regarding port 80.
