Windows XP zero config will find AP's though it doesn't distinguish whether they have MAC filtering or not.

Netstumbler, kismet etc all find AP's but again don't distinguish if there's MAC filtering or not.

Precisely why do you want to find AP's with MAC filtering?

If you mean you'd like to connect to an AP with MAC filtering then use a network sniffer, identify a packet that works and then spoof that MAC address.
