In the case of PUSC permutation mode of OFDMA, why do they adopt the policy of renumbering ? I searched the internet, but i do not find any specific link/doc that talks about this in detail. Any ideas ?

I got the info w.r.t PUSC permutation from
I find that the PUSC permutation has
1) Outer Permutation and 2) Inner Permutation Further, These permutations reduce interference . Cross-interference between neighboring cells is reduced between neighbouring cells, w.r.t subchannels.But, why have they opted for this renumbering scheme to introduce permutation ?
