Laptop wireless connection problem

Hello, I have a fairly new Toshiba laptop with the built-in Intel wireless adaptor. The problem I'm having is that the connection speed will fluctuate between 1M and 54M, and stays in the low end most of the time. While this is happening, the signal strength is always excellent and all bars are full and green. This is the case no matter how close the laptop is to the router.

I have a desktop with a wireless card that is much further away from the router than the laptop, and yet it's much faster and much more stable than the laptop. Does anyone know what might be causing this and know hot to fix it?
