I guess technically every internet access means is a shared resource, but satellite is probably the most in that respect. You can see why there are caps, especially with most of the customers happen to have anything at all. I've met people with motor homes that have satellite internet. You don't know how handy it is to get a decent weather forecast when you are camped in the boonies. There is weather radio, but the government never took it seriously to do a decent job.
