Scenario: 1 pc with broadband (pc A) , 1 pc with no broadband (pc B).

or is it safer to get 2 of product A and put 1 in both pcs?

oh and pc A uses XP... pc B uses win 98

Yes that should do it. However I would recommend using the same brand.
