802.11n 40MHz protocol doubt

When in AP mode, minimum AIFSN value is 1, hence thereotically a fresh packet can be transmitted after SIFS+1 SLOT. (i.e. PIFS) of Primary channel IDLE time. But in 20/40MHz operations , if a 40MHz packet has to be transferred, standard says that , When a transmission decision is taken based on the primary channel CCA being IDLE, do a 40MHz transmission only if the secondary channel CCA is idle for atleast DIFS (2.4GHz band) time. This seems like conflicting. (i.e. primary channel cca being idle for PIFS time and secondary being idle for DIFS). Can anyone clear my doubt Thanks In Advance
