Skype fixed supernodes list?

Included with the recently published sample code for Skype encrtyption, there's also a list of Skype server IPs:

reads "Fixed skype supernodes (from skype.exe v4.2.0.169), use obfuscated RC4". Does this mean that those IP addresses are hardcoded in the Skype binary as defaults/initial values? That would be a bit wiered since some of those addresses belong to universities, most of them in Europe. Or is this just a snapshot of a snapshot of a dynamic list of supernode IPs which is not hard-coded in the binary?
