GGSN programming

How do you go about programming a GGSN?

Originally I thought you could get a PC running linux and run a GTP interface on it. However all carrier grade stuff uses hardware routing (understandable if you want to cater for millions of customers).

For instance it seems that the GGSN is programmed on top of e.g. a Cisco 7600 router, or a Juniper M20.

I can't tell how this programming is done unless you have access to the router operating system (not available to the individual as far as i can tell)

Is there another way of IP sessions and packets, with a decent (scaleable) interface. Can I build some hardware with a good 'data plane'

Obviously I can't afford 20k for a carrier grade router but I want to write some software that could scale to such a device.
