[Telecom] Numbering Plan Administrator?

I'm still going through some old TELECOM Digest archives. During the flurry of NPA splits and overlays in the late 90's I see references to the "Numbering Plan Administrator". Who do Numbering Plan Administrators work for? The state PUC? A telecom consortium? The company that administers the NANP?

It just seemed, to me, like an odd title. Certain this isn't a full-time job.

They used to work for the regional Bell operating company. They were the entity responsible for assigning prefixes to newly-opened exchanges of other phone companies, and new prefixes to existing exchanges of their own company, on an allegedly neutral basis. I assume there was a small fee per prefix assignment to pay for the work and network administration duties.

Not a full time job? It was probably a group that included a senior engineer and a senior administrator. Some of them served more than one state.
