An emergency boil water before drinking warning was issued. Affected municipalities put sent out a telephone alert to all residents to let them know.
And the residents ignored it.
The reason was that people have been so flooded with fraud robocalls that many folks only answer calls from numbers they already know and ignore all others. Since many people don't have their municipality on their list, they ignored the calls.
