I don't agree that the calling party has now, or has ever, had the right to ANI blocking when calling a toll-free number. If he wants to use CLID blocking, then let him call the company's local number, or choose to do business with a company that doesn't use toll-free numbers.
A prominent notice in the listings of emergency numbers in the front of directories notes you cannot block delivery of your number to 911 and if you wish to do that you have to call the listed number. Wes Leatherock snipped-for-privacy@aol.com snipped-for-privacy@yahoo.com
