Flood of scam "computer maintenance" calls [telecom]

I've received a flood of scam telephone calls. They vary, but in essence say I have to act on my computer maintenance agreement to avoid a bill or get a refund, and to call a toll-free number. In some cases they claim to be from Microsoft.

They all use a rather badly synthesized voice, sometimes barely understandable.

Needless to say, I just hang up and would never call the number since toll free lines always get the caller's number.

Here's a question: What carriers are supporting the toll-free lines? Seems like they could do a better job of controlling who they deal with.

800 carriers do a very good job of controlling who they deal with: they only service those with money.
