ST. PAUL, Minn. (CN) - The Eighth Circuit heard arguments Tuesday on
whether a national communications services company's "Spectrum Voice"
brand - a Voice over Internet Protocol (VoIP) - is subject to state
regulation.

The Minnesota Public Utilities Commission (MPUC) asked the Eighth
Circuit panel to reverse the ruling that Charter Advanced Services
(MN) LCC is an "information services" company rather than a
"telecommunications company."
