Baystack 470 QoS Configuration

We are running Baystack 470's here with code 3.6.3.04. We are working on implementing QoS for voice, video, and public internet and I have run into a few snags. The voice and video configured easily and seem to be working okay but the public internet we wanted to do some things like limit bandwidth with a meter or shaper and be able to track that usage. It will not let me apply a shaper in the policy and when I try to run the qosagent police-statistics command I get an error saying that command doesn't exist even though it is in the pdf file from Nortel. If anyone can help with this I would certainly appreciate it.
