Anybody know how much power one of those motion-sensing infrared
fixtures draws to power the emitter and sensor? IOW, what's it draw when the
light's not on?

Most of these are passive IR devices, they don't have emitters.
I've got a 9V version that only needs a new battery about once a year
or so.

This one says 15mA at 12V.
