No. It's been going on as long as PC's have been around.

You may have a good point there....

In past years it was easy to put it off on Windows (9x), and
yet within it's limitations, win9x is NOT nearly as instable
as some would have you believe, when paired with modern
apps, drivers, and an otherwise stable system. 'Tis not to
suggest everyone step backwards though, what fun would that
be?

True.

And a fair amount of the increased 'stability' in the NT derivatives are
measures to prevent the user from screwing it up which, IMO, was the source
of many Win9x problems.

While it's certainly not the only cause, one of the reasons is peoples
insistance on buying expensive components and then chucking in a cheapo PSU
with an advertised 500w+ rating which just can't do the job.
Have you also noticed how one particular brand of PSU seems to keep cropping
up with this problem?
