There are an interesting number of technical documents at:
What percentage of the program is data, DR components, etc.? Is there an E911 requirement for the handsets? What are the other systems we will have to interface with? Is mass notification a requirement? Is SMS functionality a requirement? Is the results based system required to be P25? Will proprietary products be viewed negatively? Will the JPO consider a solution outside VHF? Will the JPO consider an integrated satellite solution? Will there be sufficient bandwidth in the VHF band? What is the scope of security requirements for the solution? Will the solution need to provide access for laptops, PDAs, etc? Is new functionality in the existing system a requirement? Is the proposed solution limited to LMR? Or can other technologies be proposed? What are the requirements for the IP backbone? Is in-building coverage a requirement? Should the system be interoperable with DoD? Does the solution need to be a trunk radio solution?
