This is a newbee question. Is it possible to forward a port (ex. 80) to an external ip.
ex:
199.12.32.15:80-> firewall redirect/forward
145.16.12.33:80If its possible is this a "standard" function in firewalls?

Do you mean from OUTSIDE the network you want someone browsing to
199.xx.x.x to be "redirected" to 145.xx.xx.x?Most web services can do a permanent redirect - it has nothing to do with the firewall, it's done in the web service.
If you mean, from the INSIDE your network, can you redirect users trying to access 199.x.x.x, can you redirect them to 145.x.x.x? Well, if you had a proper DNS name for the 199 site, and a DNS server inside your network, you could just make a DNS entry and point to the new site. It's nothing to do with a firewall.
