expert question on packetshaper 1500 in "monitor only"-mode

I'm planning on buying a second-hand Packeteer packetshaper 1500. Such packetshaper (1500) normally has a limit of 2 Mbps for DL speeds.

Does anyone know when you put it in between your LAN and your border firewall/router in "monitor only"-mode whether that constraint (about the 2 Mbps) is still there?

Or is this only the case when you really want to to traffic shaping?

In other words: will it squeeze your line down to 2 Mbps when operating in "monitor-only"-mode?
