Topology change in RSTP

Hi !!

When does the RSTP enabled bridge send the following :

1. Sending BPDU with change topology flag set.
2. Or to trigger a proposal - agreement mechansim.

I mean, can anyone explain under what change in Topology the first case is triggered , similarly for the second.
