Please log in for more thread options the NNTP news-server did not work, I was re-directed to a webpage http://www.newshosting.com/bhn-en/ describing the "new complimentary" news server. A cable TV feed would certainly solve your local difficulties with multipath digital terrestrial propogation once and for all. A lot of ISPs are dropping Usenet as completely as a minority interest bandwidth hog. And they are starting to winge about the bandwidth soaked up by BBCs iPlayer and similar video on demand services too. Text groups have the smallest footprint there can be and they could curb uploads of large image files by artificially slowing upload speeds to 10kb/sec or so.
