What would be the main reason for vtp client failing to update? It has
the right domain name and a lower revision number. The server mode
switch is directly connected. The client side, a 3640 router, has just
an ip address, and the server side, a 3550 switch is set to mode
dynamic desirable. Why might be the problem?

Don't use VTP here, so the following will likely be my only suggestions,
with no follow-up:

Has a VTP password been implemented?

Even less familiar with the following two. Maybe they are relevant,
maybe not.

Is VTP pruning being used?

Mis-match on VTP V2 Mode?

No, both sides are v2

Again, outside of my element here.

Is the router configured for the VLAN on which the VTP exchange would occur?

try setting trunk mode to non-neg

int <>
switchport
switchport trunk encapsulation dot1q
switchport mode trunk
switchport nonneg

after reconfiguring switch port as a nonneg trunk port, post the
output of show interface <> trunk
