Default switching Condition on Cisco Routers?

Simple question, Why if Cisco does not use CEF as the default switching in their routers?

They use as the default condition Fast Switching, that when a destination is not presented in the cache it fall back to the process-switching, which requires the IP Input process to give some attention to the packets waiting..... do not get it

CEF == Cisco Express Forwarding owned/written by Cisco and in Cisco hardware they use Fastswithing.... :S

CEF became the default switching mode as of Cisco IOS Release 12.0.

that might be platform specific. i'm looking at a few 12.2 routers and they don't have ip cef enabled by default.
